Why raw data needs Quorum
1. Stop Conditions Override Usability
A record can look useful and still be unavailable for action. Quorum separates apparent usability from approved use, then routes the record to the correct operator state.
2. Conflicts Become Review States
When records conflict, Quorum does not force a blind answer. It returns a disposition the operator can act on: proceed when supported, review when uncertain, block when restricted, or no usable result when evidence is insufficient.
