Put a decision layer
between data and action.
The atomic unit of value in Quorum is the Decision.
Every decision (PROCEED, REVIEW, BLOCK, NO_USABLE_RESULT) prevents a $1,500 TCPA/FDCPA claim, saves carrier ring time, and produces an immutable 7-year audit packet.
Subscription Tiers
Priced by monthly
decision volume.
The decision is the unit of value. Predictable monthly capacity plans with transparent volume bands, full multi-vendor fanout, and zero per-seat lockout.

One-time engagement
The vendor overlap audit,
on its own.
Not ready to deploy automated pre-dial adjudication across your floor? Start with a historical diagnostic audit of your existing provider stack.
We run your historical sample through your connected data vendors and produce a definitive audit naming: which vendors produced net-unique contact data, which delivered dead carrier ring lines, and which vendors resold the exact same upstream file. Most agencies discover they are paying 3 or 4 vendors for 1 underlying data file.
Up to 50,000 historical records
Full vendor overlap, dial waste, and dead carrier analysis.
Over 50,000 records
Large enterprise portfolios or multi-branch agency files.
Decision Volume Economics
Three agencies, three volumes.
Choose the capacity band that matches your monthly account placement volume.
Example one
15,000 Accounts / mo
A single-office agency adjudicating fresh monthly medical and credit card placements.
Example two
80,000 Accounts / mo
A mid-market debt buyer with an active dialer floor, 4 data vendors, and an RMAI audit standard.
Example three
400,000 Accounts / mo
A nationwide debt collection enterprise routing automated predictive dialer feeds through sub-50ms API.
On what you get back. We do not publish a return figure, because we would be inventing it. What we can tell you is where the first one usually comes from: agencies typically pay several data providers that resell one another, and cancelling a redundant one is money that stops leaving every month. The vendor overlap audit measures that on your own file, with your own providers, before you commit to a subscription. If the answer is that all your providers are pulling their weight, we will tell you that too.
What is billed
One number, every month.
- Billed: the band matching your collector count. That is the entire invoice.
- Never billed: decisions, records, lookups, matches, or contacts found. Volume does not enter the invoice at any point.
- Separate: your own provider and API usage. You bring your keys; those charges never pass through us.
- No consumer contact: Quorum is a decision and audit layer, not a collection-communications platform.
Why it is not metered
A vendor paid per match will never tell you not to call.
Every data provider you use earns more when it returns more. That is why none of them has ever told you a number was wrong, and why none of them will ever tell you that four of your providers resell the same upstream file.
Quorum is paid the same whether an account clears or is blocked, and whether a contact is found or not. Nothing we report costs us anything. That is the only reason our Blocks are worth reading — and the reason metering was removed rather than reduced.
It also means nobody on your floor has to ration it. Run every account.
