CAS-1 is the deterministic operating standard Quorum uses to convert a recovery account into one documented decision.

The atomic unit of value in Quorum is the Decision.

Every decision (PROCEED, REVIEW, BLOCK, NO_USABLE_RESULT) prevents a $1,500 TCPA/FDCPA claim, saves carrier ring time, and produces an immutable 7-year audit packet.

Five Canonical Outcomes

Every completed account lands in one operating state.

Proceed

Identity, selected path, restrictions, policy, and independent-family gates pass.

Review

A named evidence, collision, attribution, or agency-data issue must be resolved.

Block

A controlling restriction prevents ordinary treatment.

No Result

The permitted investigation completed without sufficient usable support.

Run Failure

Technical or execution integrity failed; no substantive decision is claimed.

Evidence Doctrine

Provider count is not source independence.

CAS-1 evaluates whether supporting evidence is genuinely independent; vendor count alone is not corroboration.

Quorum applies proprietary evidence-independence, restriction, execution-integrity, and decision-control rules. Detailed adjudication requirements are provided under confidentiality during diligence and implementation.

Evidence lineage

Every normalized unit retains its originating family and raw-reference handle.

Restriction priority

Controlling restrictions are evaluated before an ordinary contact path may be released.

Execution integrity

No Result requires a completed investigation. An incomplete runtime remains Run Failure.

Bureau Evidence

Use bureau data where it strengthens the decision.

Authorized Bureau Evidence

For production accounts, Quorum uses only bureau data and other evidence the creditor or agency is authorized to access. Provider responses retain source, timestamp, and decision context.

Real evidence · documented provenance

Policy-Controlled Use

A bureau pull is not required on every account. Quorum applies client-approved requirements by workflow and routes insufficient or conflicting evidence to Review or Block.

Applied only when policy requires it

Decision boundary: Quorum uses bureau data only for permitted adjudication purposes. Credit score and tradeline detail do not by themselves establish identity or contactability; every production decision remains governed by client policy, authorized use, and a reviewable evidence trail.
